Overview

The Certificate in Consumer Debt Collection (CertDC®) – 601/3470/7 is a QCF* Level 3 qualification. CertDC® has been designed in partnership with leading financial providers alongside other foremost industry professionals. Achievement of the CertDC® will benefit the consumer debt collection professional in their everyday work and future career progression.

The consumer debt collection industry has experienced large growth in recent years as the amount of personal debt in the UK has increased. This growth coincides with the change of regulator for the sector, as from April 2014 the Financial Conduct Authority (FCA) took over regulatory responsibility from the Office of Fair Trading.

This growth in market size and change in regulator has resulted in a need for a new qualification, which teaches the key legislative standards for effective management of compliance and the essential skills for professionals working in consumer debt collection.

The Certificate in Consumer Debt Collection (CertDC®) is designed specifically for professionals that work in collection and recovery departments in the financial industry. This professional qualification focuses on the FCA principles for debt collection, current regulatory guidelines and an overview of the debt collection environment as a whole.

The CertDC® will help students to:

  • Understand the concept of debt collection and how its value is subject to time and circumstance
  • Demonstrate a developed awareness of debt and the obligations associated with debt collection
  • Understand the scope of debt collection and the FCA regulation and legislation that governs it
  • Understanding of the key and complex debt collection skills that can be used in your everyday role

Units

The Certificate in Consumer Debt Collection comprises three mandatory units. The units cover key principles of the debt collection environment and the regulatory framework in which it operates.

Module Unit Details
CertDC Unit 1 – The Debt Collection Environment (DCE) – T/506/4068

Unit 1 will cover how debt has evolved in the UK, key concepts, types of debt and inter-relationships between those involved in debt collections.
Unit 2 – The UK Regulatory Environment and Debt Collection (UKD) – A/506/4069
Unit 2 will give you the knowledge and understanding of the legislative and relative framework which governs the area of debt collection.

Unit 3 – The Debt Collection Process (DCP) – M/506/4070

Unit 3 focuses on the techniques and methods used within debt collection.

Studying

It is recommended that you spend 181 learning hours study time on the Certificate in Consumer Debt Collection (CertDC®), which has been designed as a self-study qualification. A comprehensive set of learning materials is provided following registration, which enable you to study at your own pace and includes access to extensive online student resources via the information gateway my ifslearning.

Please note that in order to reflect any changes to syllabuses, the study materials for some units are updated annually. It is your responsibility to ensure you are studying from the latest learning materials. Assessment

CertDC® will be assessed by a two and a half hour examination:

Module Unit Details Syllabus
CertDC® Unit 1 – The Debt Collection Environment (DCE)
DCE is assessed by one objective test comprising 30 multiple-choice questions. This component of the examination is to be completed in 45 minutes and is worth 30 marks.
Unit 2 – The UK Regulatory Environment and Debt Collection (UKD) UKD is assessed by one objective test comprising 40 multiple-choice questions. This component of the examination is to be completed in 60 minutes and is worth 40 marks.
Unit 3 – The Debt Collection Process (DCP) DCP is assessed by one objective test comprising 10 multiple-choice questions and 4 case studies each with 5 linked questions. This component of the examination is to be completed in 45 minutes and is worth 30 marks.

The CertDC® objective test is available at over 150 Pearson VUE test centres nationwide with the result provided on the day.
